Monroe County Jail Roster Status
No official searchable Monroe County jail roster was located on the county correctional facility pages, the Monroe County Sheriff's Office page, or the county quick links reviewed in the research file. The Monroe County Correctional Facility publishes facility contacts, visiting rules, mail rules, telephone policy, and PREA information, but it does not publish a current-inmate search form, booking-number search, recent booking list, or clickable jail profile page.
That changes the right search path. A reader should not expect the Monroe County inmate record process to work like a county with a live roster showing charges, mugshots, housing, and bond. The county-specific path starts with facility contact, moves to Monroe County Open Records when a public record must be requested, and uses court or state locators only for the records those systems control. The jail can answer facility custody questions; UJS answers court-charge questions; PA DOC answers state-sentenced custody questions.
| Field Label | Type | Required | Notes |
|---|---|---|---|
| No official Monroe County jail roster located | N/A | N/A | Official county pages reviewed do not provide a public roster search form, dropdown, booking-number field, or current-inmate profile page. |
Find Monroe County Jail Inmates
The best Monroe County inmate records workflow is a fallback chain, not one single website. Start with the facility because the county jail is the local holding point for people arrested in Monroe County, people committed after preliminary arraignment, and local sentenced prisoners who have not moved to state custody. If the person is not confirmed at the jail, shift to court, state, federal, and immigration systems in that order based on the case.
- Call Monroe County Correctional Facility at (570) 597-3764 and ask whether the person is currently housed there, whether an inmate ID is available for mail, and what public information can be released.
- Visit the facility lobby during public business hours if phone contact is not enough. Bring photo identification and expect visitor screening at the jail.
- Submit a request through Monroe County Open Records if a booking record, commitment date, release date, or releasable booking-photo record is needed.
- Search Pennsylvania VINELink for custody status and release notifications when the person appears in a participating custody or case system.
- Use UJS Case Search for charges, docket numbers, bail entries, hearing dates, and court dispositions after arrest.
- Use the PA DOC Inmate and Parolee Locator only after state sentencing or parole supervision, since PA DOC says county-facility inmates are not included.
- Use the BOP inmate locator for federal sentenced prisoners and the ICE Online Detainee Locator System for immigration custody.
Note: A person can leave Monroe County jail custody and still have an active court case or another agency hold.
Monroe County Jail Contact
Monroe County Correctional Facility is the only official county jail facility identified in the research file for Monroe County, Pennsylvania. It is operated by the county correctional administration, not by the Sheriff's Office. The county corrections page lists business hours for public contact and a separate money drop-off window, while custody operations run around the clock inside the jail.

Requests may be submitted in person, by mail, by email, or by fax according to the county page and request form.
The Monroe County Sheriff's Office remains relevant for bench warrants and court-service context, but the sheriff page does not operate a jail roster in the official materials located. Sheriff Nicholas Cirranello's office links to the county's Active Bench Warrant Search, which can explain why a person may be arrested and booked.
Monroe County Inmate Record Fields
Because Monroe County does not publish an official public roster, the county jail profile fields that many readers expect are not available to inventory from a live inmate page. The only inmate-specific field rules found on official county pages are mail rules requiring an inmate name and inmate ID number. That proves the facility uses an inmate ID for mail delivery, but the county does not publish the format or say whether it is a booking number, permanent facility number, or another internal identifier.
| Field | What It Shows |
|---|---|
| Inmate name | Required for personal mail and legal mail; no public roster profile was located. |
| Inmate ID# | Required for mail delivery; the public format is not published by the county. |
| Housing unit | Not published in a roster, though visitation uses unit labels including A, B, C, D, E, F/H, G, I, RHU, Male Intake, and Female Intake. |
| Mugshot | No official county roster or booking-photo gallery was located. |
| Charges | Use UJS Case Search for formal filed court charges and docket status. |
| Bond or bail | Use PAePay Bail, UJS docket entries, issuing authority paperwork, or local court contact when eligible. |
| Booking or release date | Request through the facility or Monroe County Open Records when the information is releasable. |
Request Monroe County Booking Records
When direct facility contact does not provide enough information, Monroe County inmate records may need to be requested through the county public-records process. The Monroe County Open Records page identifies the county's Right-to-Know process, Open Records Officer, office location, and request channels. It links a State or County Request Form that can be used to identify the specific record sought.
The request should be narrow. Use the person's full name, approximate arrest or booking date, arresting agency if known, and the exact public record requested. Good examples include a booking record, commitment date, release date, public charge information, or a booking photograph if releasable under Pennsylvania law. A vague request for "everything about an inmate" is more likely to be delayed or denied in part because law-enforcement, investigative, privacy, safety, and court-record rules can apply.
The county Open Records page is one of the screenshot sources for this project. The source page shows the county request hub and form routing options.
Use that county page for the current request form and submission details instead of guessing an email address from another source.
Monroe County Custody Compared
Many failed searches happen because the person is in the wrong system. A Monroe County jail inmate may be awaiting preliminary arraignment, held on bail, serving a county sentence, waiting for transport, or held on another agency matter. A state prisoner is searched through PA DOC after sentencing or parole placement. Federal and immigration custody are separate systems and do not use the Monroe County jail roster or county visitation schedule.
| Custody type | Best lookup channel | What it can show |
|---|---|---|
| Monroe County pretrial or county jail custody | Facility phone, in-person contact, Open Records, VINELink when available | Current housing confirmation, inmate ID for mail, releasable booking or custody records. |
| Court charges and bail | UJS Case Search and PAePay Bail | Docket number, charges, bail entries, hearings, and case disposition. |
| State-sentenced custody or parole | PA DOC Inmate and Parolee Locator | DOC number, public state location or parole status, daily-updated locator information. |
| Federal sentenced custody | BOP inmate locator | Federal register number, BOP facility, age, race, sex, and release information where public. |
| Immigration detention | ICE Online Detainee Locator System | Search by A-number and country of birth or by biographical information. |
Monroe County Booking Process
Monroe County does not publish a full booking manual, but the research file supports a practical custody flow. A person arrested by local police, sheriff deputies, Pennsylvania State Police, or another lawful authority may be processed and then taken before a Magisterial District Judge. Pennsylvania preliminary arraignment rules cover notice of charges, rights, preliminary hearing scheduling, and bail. If release does not occur, the person may be committed to Monroe County Correctional Facility.
Jail intake normally involves identity confirmation, property handling, medical and safety screening, PREA education or screening, classification, and placement in intake or housing. The Monroe County PREA audit describes direct supervision, security control monitoring, cameras throughout the facility, and separate housing-unit management. It also confirms custody levels from minimum through maximum. Since no public roster refresh schedule exists, do not assume a new booking will appear online within a set number of hours.
- Preliminary arraignment
- The first Pennsylvania court step where charges, rights, bail, and the next hearing are addressed.
- Detainer
- A hold from another agency or court that can prevent release even after bail is posted.
- Inmate ID
- The jail identifier required for Monroe County mail; the public format was not located.
- RHU
- Restricted housing unit, a unit label used in the Monroe County visitation schedule.
Monroe County Jail Visits
Monroe County visitation is organized by housing unit, not by one open visiting block for all inmates. The county visitation page gives unit-by-unit visiting times and lobby rules. Visitors must sign the register, show photo identification, pass screening, and follow restrictions on cell phones, food, beverages, tobacco products, outerwear, valuables, weapons, and packages. Visits are limited to one-half hour, with no more than two visitors unless an immediate-family exception applies.
| Housing unit | Official visiting time |
|---|---|
| C-Unit | Saturday only, 8:00 a.m.-11:00 a.m. |

Juvenile visitors must be with a parent or legal guardian, and birth certificates are required for anyone under 18 with no exception stated in the county research. The visitation page also says visitors may visit only two inmates in one day except for possible immediate-family exceptions.
Monroe County Inmate Mail
Mail rules are one of the few places where official Monroe County inmate records require a specific inmate field. Personal mail must include the inmate name and inmate ID number and must go through Securus Digital Mail Center, not the Manor Drive jail address. Legal mail, publisher publications, and money orders with no letters enclosed go to the physical correctional facility address.
| Service | Monroe County rule |
|---|---|
| Personal mail | Inmate name and inmate ID#, Monroe County, PA Jail, C/O Securus Digital Mail Center, PO Box 21368, Tampa, FL 33622. Return name and address required. |
| Legal mail | Inmate Name and Inmate ID#, Monroe County Correctional Facility, 4250 Manor Drive, Stroudsburg, PA 18360. |
| Publications | Must come directly from a publisher, distributor, or similar source and use the facility address. |
| Inmate calls | Securus service at (800) 844-6591; calls are limited to 20 minutes. |
| Messages | Telephone calls or messages are not accepted for inmates. |
The telephone policy says inmates may make calls if they have money on their books or billing arrangements with Securus. Monroe County gives an approximate 20-minute collect-call cost within the Stroudsburg area of $3.55, with higher costs farther from the facility or outside the 570 area code. A May 2026 commissioners agenda item referenced a Securus contract amendment tied to FCC requirements, so future phone costs should be verified with the county or Securus.
Monroe County Jail Facility
The only facility in the Monroe County detention map is Monroe County Correctional Facility. The facility holds people suspected of offenses and people adjudicated as offenders, including pretrial detainees and county-sentenced prisoners. No separate county work-release building, city jail, regional jail, Pennsylvania DOC state prison, federal prison, or ICE detention facility was located inside Monroe County in official sources.
The official correctional facility page is the source for the facility's public contact information, business hours, money drop-off hours, staff contacts, and links to mail, phone, visitation, and PREA resources.
That official facility page is the correct starting point for Monroe County jail policy details when a public roster is not available.
